Scott Freeman, a widower with two teenaged girls, is battered to death on a tow path. Masquerading as a young girl on the Internet he had been hunting down paedophiles, hopefully catching the man who , nine years earlier, raped his younger daughter Rose whilst she was in Brighton for a dance contest run by Edward and Tamsin Shaffer. Scott's computer shows that he met Dr Philip Cleaving on the tow path but Cleaving insists he left Scott alive. Cleaving ultimately admits his part in Rose's rape but Edward Shaffer was also placed at the scene, though he denies involvement. Called to the local jail after inmate Charlie Macendrick has over-dosed Jane is approached by his cell-mate Sidney Sutton, a man accused of murdering Sophie Marks eight years earlier though no body was found. Sutton tells Jane that Macendrick was killed by another prisoner Malik Negasi, who soon afterwards absconds, helped by greedy officer Ben Arnold in a quest to find money supposedly hidden by Macendrick. Jane soon realizes that one of the parties involved is manipulating her for their own advantage but must first rescue her daughter Beth, who has been abducted by a desperate man in order to learn the truth about two murders and to locate Sophie's body. Pensioner Betty Walker is attacked from behind by an intruder and tells the police that her savings of ten thousand pounds have been stolen. Betty incriminates her ex-convict son Mark, who has drug debts but young Romario Baber and his pregnant girlfriend Mae are in the frame, having argued with Betty recently. Mark owes money to local pusher Wayne Harris, who claims that he visits Betty as a friend but Martha finds inconsistencies in Betty 's stories and surmises that she is acting as Harris's banker. Still fishing for dirt on Luther, the desperate Gray and Stark visit Mary, suggesting that Luther killed his wife. However Gray begins to sense that Stark is getting out of control in his desire for revenge and confides in Ripley. Meanwhile a young couple are saved from an attack by thugs by a mysterious man who shoots two of the assailants dead. Both of the dead pair are convicted killers and later another man who had been charged with murder is found hanged. Through a website, Luther discovers the perpetrator to be Tom Marwood, taking revenge on killers freed by the system - such as the murderer of his wife Caitlin. He next abducts a paedophile Dennis Cochran, whom - following a public vote of approval on the Internet - he hangs.
